Municipal guarantee on loans

Having a municipal guarantee on a loan means that NAV guarantees the bank that you are able to pay back the loan.

Description

NAV can provide a guarantee on loans as a form of financial support. Having a guarantee on your loan may be appropriate if you need to take out a large loan. You may be referred to a lending institution with NAV as the guarantor (surety).

Target group

  • Anyone who is temporarily unable to provide for their own subsistence
  • Anyone who needs to borrow money for expenses that are not considered subsistence
  • Anyone who needs to borrow money even though they have not pursued all other opportunities for providing for themselves.

Criteria/conditions

The basic conditions for obtaining a loan guarantee are the same as for other financial support. Loan guarantees can be given to those unable to ensure their own means of subsistence or who need a loan in order to overcome or adapt to a difficult life situation. In addition, it must be clear that the applicant will be able to pay back the loan.

Guidelines – applying for, or receiving the service

Administrative procedure

A decision will be made. The decision will indicate whether or not you have been granted the service, and if so, what is included in the service.

Time taken to consider the application

The municipality is obligated to process the case as soon as possible. If the municipality cannot reach a decision on your case within one month, you will be informed in writing of the reason as to why, and you will also be provided with details about when it expects to make a decision.

Possibilities to appeal; procedure

You may appeal the decision within a deadline of three weeks from the date on which you received the decision. Send your appeal to the authority that made the decision. Indicate in your appeal what part of the decision you wish to be changed and provide justification for the changes. The municipality will be able to offer you guidance. The county governor serves as the administrative appeal body. Before your appeal is sent there, the municipal authority that made the decision will consider whether there is reason to change it. If the decision is upheld, your case will be passed on to the county governor.
